USNS PUERTO RICO was originally built for Hawaii Superferry as ALAKAI. She entered civilian service in the Hawaiian islands in August 2007. In 2009 Hawaii Superferry ceased operations and ALAKAI was laid up. On September 13, 2010, the ferry was purchased by the US Department of Transportation's Maritime Administration for $25 milion. On January 27, 2012, Marad transferred the ship to the US Navy as the Navy was looking for vessels for transport duties around Okinawa. ALAKAI was renamed and designated as PUERTO RICO (HST 2) in May 2012, however, the ship remained laid up until 2016. In the meantime, the name PUERTO RICO was removed (the HST 2 remained) from the ship again on February 5, 2016. In March 2016, Marad and the Navy signed a multi-year charter contract of HST 2 with Bay Ferries Limited and the ship started civilian ferry services in the Gulf of Maine in mid-2016.
